Which KIPs were implemented and activated in TN10?

Four Kaspa Improvement Proposals were implemented and activated in TN10. The four are: ZK Precompile Opcode (KIP-16, by Alexander Safstrom), Covenants and Improved Scripting Capabilities (KIP-17, by Ori Newman), Covenant IDs (KIP-20, by Michael Sutton), and Partitioned Sequencing Commitment with O(activity) Proving (KIP-21, by Michael Sutton, Maxim Biryukov, and Hans Moog). All four touch the Consensus and Script Engine layers of the network. Knowing which proposals reached TN10 gives developers and curious users a concrete snapshot of what scripting and consensus capabilities the network gained in that milestone.
