What is Toccata's new minimum transaction fee rule?

Toccata introduces a new minimum standard fee formula: 100 sompi multiplied by the larger of either the compute grams or twice the transaction size in bytes. The '2 × transaction bytes' component reflects a post-Toccata concept called the normalized transient-mass, which accounts for transaction size in a new way. Critically, this is a node policy and mempool rule — not a consensus rule — so zero-fee transactions remain valid at the consensus level, but nodes and mempools may reject transactions that fall below this standard. If you use a Kaspa wallet or software that submits transactions, verify it derives the required minimum fee from the node API rather than relying on a hardcoded value.
